According to the Environmental Impact Assessment Law of the People's Republic of China and the relevant provisions of the "Public Participation Measures for Environmental Impact Assessment" issued by the Ministry of Ecology and Environment on July 16, 2018 (Order No. 4 of the Ministry of Ecology and Environment), construction projects should conduct public participation during the environmental impact assessment in accordance with the principles of "legality, orderliness, openness, and convenience". The first public announcement of the environmental impact assessment work for the Phase II construction project of Baliusan Industria Co.,td.'s waste catalyst and inert medium regeneration is hereby made.

(5) Construction content: Baliusan Industria Co.,td. plans to expand a waste catalyst and waste inert medium regeneration unit within the original factory site, to process and regenerate waste catalysts and waste inert media. After the completion of the project, the recycling capacity of waste catalyst will reach 10000 tons per year, and the recycling capacity of waste inert medium will reach 5000 tons per year.
The original project set up exhaust equipment to collect and treat volatile hydrocarbon substances in the hazardous waste temporary storage room through an activated carbon adsorption tower, and discharge them through an exhaust pipe. Fine particulate dust will enter the negative pressure system dust collection system, and the dust generated by the vibrating screen will be drawn by the induced draft device to the bag filter for treatment and discharged through the exhaust pipe. The exhaust gas from the belt kiln is led to the exhaust gas treatment system (dust removal, carbon monoxide (VOC) removal, denitrification) through a fan, and discharged through the exhaust pipe. During the operation period, the emission of waste gas from the conveyor belt kiln shall comply with the emission limit requirements in the "Emission Standards for Air Pollutants from Industrial Kilns" (GB9078-1996), "Emission Standards for Pollutants from Petroleum Refining Industry" (GB31570-2015), and "Pollution Control Standards for Hazardous Waste Incineration" (GB18484-2001). Waste plastic bags, impurities from primary screening, dust collected from primary screening dust collectors, and waste activated carbon are entrusted to units with hazardous waste treatment qualifications for processing. The fine materials from secondary screening and the dust collected by the secondary screening dust collector are temporarily stored in iron drums with built-in plastic bags and sent to the reforming oil refining catalyst production line for comprehensive utilization as raw materials
